Community Support Statements

To maintain access to Federal Home Loan Bank (FHLB) long-term credit and Community Investment products, members of the FHLB Chicago are required to submit a Community Support Statement (CSS) to the Federal Housing Finance Agency (FHFA) every two years (in odd numbered years) to document their CRA performance and record of lending to first-time homebuyers. The completed CSS is due to the FHFA by December 31 of the CSS review year.  
 
As required by the Community Support Regulations, the FHLB Chicago will provide written notice to each of its members subject to CSS review by March 31 of the CSS review year. Included in the notification are instructions for completing the CSS form. 

Nonprofit organizations and other housing advocates may also comment on an FHLB member's record. Public comments on individual Bank members should be submitted to the FHFA on or before March 31 of the CSS review year. Comments may be submitted via email to hmgcommunitysupportprogram@fhfa.gov or by fax to (202) 649-4130.

If a member does not submit a CSS or fails to meet the CSS requirements, the FHFA requires that the FHLB Chicago restrict the member's access to FHLB Chicago services and products. Once access is restricted, the member cannot borrow advances for longer than one year or access any of the Community Investment programs, including the Affordable Housing Program, Downpayment Plus® programs, or Community Investment Cash Advances. The restriction can be lifted by submission of a CSS that meets the FHFA requirements.
