To maintain access to the Federal Home Loan Bank of Chicago’s long-term credit and Community Investment products, our members are required to submit a Community Support Statement (CSS) to the Federal Housing Finance Agency (FHFA) every two years (in odd-numbered years) to document their federal Community Reinvestment Act (CRA) performance and record of lending to first-time homebuyers. The completed CSS is due to the FHFA by December 31 of the CSS review year.
As required by the Community Support Regulations, FHLBank Chicago Community Investment will provide written notice to members subject to CSS review by March 31 of the CSS review year, including instructions for completing the CSS form.
Nonprofit organizations and other housing advocates may also comment on an FHLBank member’s record. Public comments on individual FHLBank members should be submitted to the FHFA on or before March 31 of the CSS review year. Failure to Meet CSS Requirements
If a member does not submit a CSS or fails to meet the CSS requirements, the FHFA requires the FHLBank Chicago to restrict the member’s access to our services and products. Once access is restricted, the member cannot borrow advances for longer than one year or access any of the Community Investment programs, including the competitive Affordable Housing Program, Downpayment Plus® programs, or Community Advances. The restriction can be lifted by submission of a CSS that meets the FHFA requirements.
