Revitalizing a Historic Milwaukee Neighborhood with Community at the Center

In Milwaukee’s 30th Street Industrial Corridor, a neighborhood is reclaiming its future. The Garden Homes redevelopment—led by the 30th Street Industrial Corridor Corporation in partnership with IFF and Cinnaire Solutions— transformed 24 long-vacant units, including 11 with historic designation, into affordable rental housing.
Located within the nation’s first municipally sponsored housing cooperative, these homes had been vacant for over a decade. Prior to receiving their historic designation, they were targeted for demolition and had seen a rise in criminal activity. Their restoration became a catalyst for broader revitalization—expanding housing supply, improving safety, and fostering long-term neighborhood stability.
From the beginning, residents helped shape the vision. Through a community-led planning process, neighbors, churches, and local partners ensured the development reflected the area’s historic roots and future potential.
A creative capital stack brought that vision to life. A key source was a $360,000 Affordable Housing Program General Fund grant from the Federal Home Loan Bank of Chicago, awarded in 2020 to member IFF to support the acquisition and rehabilitation. “The AHP grant from FHLBank Chicago was absolutely critical,” said Cheryl Blue, executive director of the 30th Street Industrial Corridor Corporation. “We needed every dollar to make this work.”
In 2024, IFF pledged its loan to the project through FHLBank Chicago’s Low-Income Housing Tax Credit (LIHTC) Collateral Pilot Program, increasing access to capital beyond construction.
Since completion in 2023, homes that once stood empty are now filled with families. “Housing is everything,” said Blue. “This project didn’t just bring homes back—it brought the community back.” Garden Homes stands as a model for community-driven development with lasting impact.
AHP General Fund Closes June 20
FHLBank Chicago has allocated $52M to its
2025 AHP General Fund. The program began accepting applications on Monday, May 12, 2025, and will close at 5:00 p.m. CT on Friday, June 20, 2025. Please note, FHLBank Chicago is closed for Juneteenth on Thursday, June 19. Applications can still be submitted on this day, however, staff will not be available for questions.

Community First® Developer Program Application Opens July 7
The
Community First® Developer Program (Developer Program) provides grant funds to support career development for emerging developers of affordable housing in FHLBank Chicago’s district of Illinois and Wisconsin. Through our member institutions, we offer grants to help qualifying organizations provide valuable professional opportunities to new talent and further their affordable housing mission. These grants are an opportunity for our members to establish and strengthen partnerships with organizations working in their communities.
Applications will open on Monday, July 7 and be accepted through 5:00 p.m. CT on Friday, August 8, 2025.

Discounted Community Small Business Advance is Open
The
Discounted Community Small Business Advance (CSBA) offering a 100-basis points discount is still available to our members. The CSBA program supports economic development and community revitalization efforts in Illinois and Wisconsin by allowing members to borrow from FHLBank Chicago at a discounted rate in support of small business lending.

Community Support Programs
FHLBank Chicago members are required to submit a Community Support Statement (CSS) to the Federal Housing Finance Agency (FHFA) every two years. The 2025 Community Support Program (CSP) review cycle began April 1, 2025. While the CSS deadline is October 31, 2025, we recommend submitting this as soon as possible. Failure to meet the standards outlined in the CSP regulation will result in FHFA restricting your institution’s access to FHLBank Chicago products, including new long-term advances (those greater than one year), AHP, DPP and Community Advances.

HUD Income Limits
The United States Department of Housing and Urban Development (HUD) has released median income limits for 2025. Effective April 15, these limits are used to determine income eligibility for FHLBank Chicago’s AHP General Fund, DPP programs, and Community Advances. 2024 Accelerate Grant Impact Reporting Requirements
Impact Reporting for all 2024 Accelerate Grant recipients is available beginning June 30, 2025 via the red banner in eBanking. The member contact must complete the report between June 30, 2025, and January 31, 2026. All members required to submit will receive a reminder notification via email, and instructions on submitting are included in the system. Please reach out to
