Red Willow Flats Expands Housing Opportunities in Oneida Nation
FHLBank Chicago joined its member Bay Bank, developer Pete King, and 1822 Land & Development Company of Oneida to celebrate the grand opening of Red Willow Flats in Oneida Nation, Wisconsin.
Supported by $700,000 in Affordable Housing Program (AHP) funding from FHLBank Chicago through member Bay Bank, the new 35-unit development provides safe, stable, and environmentally friendly homes for the tribal community. Community First® Developer Program
We are excited to share that grant recipients for the 2025 Community First Developer Program have been notified. A public announcement of the recipients will be shared this fall.
This year, 42 organizations, in partnership with 25 FHLBank Chicago member institutions, requested over $9 million in funding. The grants awarded will support an estimated 114 internships and fellowships for emerging developers and strengthen organizations focused on expanding the pipeline of affordable housing developers in Illinois and Wisconsin.

Streamlined Community Advance Launching November 17
FHLBank Chicago’s unified Community Advance product — designed to simplify and better support your community investment efforts, will become available beginning at 9 a.m. CT on Monday, November 17, 2025. The enhancements reflect the valuable feedback we’ve received from our members and underscore our ongoing commitment to supporting community development. With our new Community Advance, members will benefit from a streamlined online application process, expanded eligibility, and improved pricing for select activities.

Community Support Statements
FHLBank Chicago members are required to submit a Community Support Statement (CSS) to the Federal Housing Finance Agency (FHFA) every two years. The 2025 Community Support Program (CSP) review cycle began April 1, 2025. While the CSS deadline is October 31, 2025, we recommend submitting this as soon as possible. Failure to meet the standards outlined in the CSP regulation will result in FHFA restricting your institution’s access to FHLBank Chicago products, including new long-term advances (those greater than one year), AHP, DPP and Community Advances.

2024 Accelerate Grant Impact Reporting Requirements
Impact Reporting for all 2024 Accelerate Grant recipients became available starting on June 30, 2025, via the AGP Online link in the red banner in eBanking. The designated FHLBank Chicago member contact must complete the report by January 31, 2026, after all grant funds have been spent. All members required to submit a report will receive a reminder notification via email, and instructions on submitting are included in the system. Please reach out to ci@fhlbc.com with any questions.
2025 AHP General Fund Update
Grant recipients for the 2025 AHP General Fund are expected to be notified in late October.
